The MES Safety & Training Manager will be responsible for achieving three goals.
Each goal will require the creation, use, and regular reporting metrics using hard, measurable data regularly.
These three goals are:
1.
All persons return home the same way they arrived, employees, clients, and contractors.
2.
No fines, infractions, citations, or FMCSA scores below the accepted thresholds.
3.
No client ever removes us from the site nor do we fail to start a job due to failure to comply with client or state-specific inspections with regards to safety and training.
A baseline requirement for fulfilling this role is the ability to monitor various regulations including but not limited to DOT, FMCSA, PHMSA, OSHA (industrial, construction & PSM), MSHA, Transport Canada TDG, NFPA52, 55 & 59a and applicable marine regulations for safety and training requirements to ensure policy, procedural, and documentation compliance with federal, state, local, client and job site-specific safety and training compliance.
This role has a strong managerial and administrative component while still being boots on the ground and hands-on.
The ability to translate code into training and safety actions is crucial.
Many of the current programs are manually tracked and transitioning these into computer-based system(s) will be a major priority.
Creation and adherence to a Safety and Training budget will be a primary responsibility.
The position requires considerable travel and will be 35% from your home office, 10% at our Wysox, PA yard/terminal, 35% at our Victor NY headquarters, 20% at our other company permanent and temporary locations nationwide, southern Ontario, and southern Quebec.

The primary function of this position is DOT (FMCSA & PHMSA) compliance for Rev LNG's vehicle fleet, inclusive of fixed and mobile virtual pipeline assets, for both the personnel and the assets used.
Report on current DOT/FMCSA scores.
Develop safety and training metrics and report on these metrics for DOT/PHMSA.
Develop safety and training metrics and report on these metrics for OSHA, MSHA (limited) and respective DOT elements with Transport Canada.
Responsible for preparing, writing, maintaining, and implementing safety and training policies and procedures in compliance with the rules and regulations of federal and state & local equivalents of the following for all service of service and for applicable scope:
Occupational Safety and Health Administration (OSHA), including applicable portion of the PSM program as a contractor performing a service at a PSM facility Mining Safety and Health Administration (MSHA) program as a contractor performing a limited service at an MSHA regulated facility Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) Pipeline and Hazardous Materials Safety Administration (PHMSA) Hazardous Materials (HAZMAT) Emergency Response Plans (ERP - United States) and Emergency Response Action Plan (ERAP - Canada) Environmental Protection Agency (EPA), including applicable portion of the RMP program as a contractor performing a service at an RMP facility Electronic Logging Device (ELD) HOS (Hours of Service) We applicable by law various codes and standards incorporated by reference to the regulations, such as, NFPA52, 55 & 59a and applicable marine regulations under 33 CFR Part 127.
Generate reports to the internal team at Rev LNG for metrics directly relatable to the three goals stated under General Job Description Conduct and document incident investigations Outline plan for the transition from manual record keeping to computer-based systems and implement then manage that plan as approved Coordinate with support staff for the adherence to and support of the Document Control program Coordinate with HR for personal records, driver and technician qualification files.
Coordinate with persons and contractors assigned to implement the drug and alcohol programs.
Collaborate with environmental staff to recognize, train, and support compliance of applicable permits and actions of MES employees in relation to environmental concerns.
Collaborate with staff in operations, human resources, legal, and sales to develop, prepare, and implement safety and training policies and procedures, organizing and tracking their involvement to achieve solutions that impact safety and training compliance.
Create, receive approval for and maintain a safety and training budget.
Maintain a personable, approachable demeanor.
Support emergency response drills and actual events if and as required.
Other duties as assigned and necessary in performance of your position.
Complete and pass a criminal history record check and employment history verification.
A federal-level drug and alcohol-free status must be supported for the duration of employment and monitored through pre-employment, random, and reasonable suspicion drug testing requirements.
Education/Experience BSc/BA in safety management or a relevant field is preferred but not required.
Experience writing relevant policies and standard operating procedures.
Experience in identifying and applying applicable regulations.
Valid qualification in occupational health and safety.
Proven experience in a safety-related position.
Skills & Abilities Deep understanding of legal health and safety guidelines.
Good knowledge of data analysis and risk assessment.
Availability for extended travel if necessary.
Time-management skills are a necessity as well as working under pressure with quick deadlines.
Fluent in Excel, and Word documents or willing to learn.
Outstanding organizational skills, attention to detail, and observational ability.
Exceptional communication, motivational skills, and interpersonal abilities.
Ability to work independently.
Interpret and implement client safety programs.
Administrate HSE platforms such as ISNetworld, PEC Safety, and Avetta to assure compliance.
Coordinate training of employees & contractors on HSE requirements to ensure compliance with regulations.
